I wish I could read some of those comments XD;

It sounds like it was meant to be a good thing because of the whole finding caregivers in case of owner emergency thing and the aggressive animal warnings... But dang what a way to mess that all up and sound like you didn't care at all in the proposal...

Yeah, you sure don't need more taxes (penalizing those who cannot afford it) just to encourage people to set up caregivers for their pets, etc. What a terrible way to go about such things.
