Looks to me like he "lost" (scraped off) a scale- you should be able to tell better in person- looking at the surface from the side for a slight depression where the scale was.
Not a vet concern- it doesn't appear to be inflamed (red, infected) but you could, if you want & with an abundance of caution, dab on a little diluted Betadine, OR Vetericyn ointment for reptiles. Or, a tiny amount of Neosporin ointment (only the version without pain relief). But probably not needed.
