I'd just keep putting them together for a day or two every couple weeks and eventually something should start happening. It can be the female not at the right point of follicle development sometimes. If you have a pretty fresh female shed you can try putting that with him for a few days before pairing to get him wound up. Sounds like you have already tried a lot of the other things I do.
