    Sounds like he's likely to be in trouble. This is very a populated area: "Grand Prairie is a city of about 200,000 people between Dallas and Fort Worth." So stay tuned for more. If you're going to own hots, you have to be smart enough to know that a permit by the state doesn't grant you permission to keep things in violation of local (city or county) ordinances. I wouldn't recommend copying him.
