My problem is the 104 surface temp under the heat panel, and not sure what is best to do. Any suggestions would be greatly appreciated.

Forgot to say its for a ball python.
I had this exact same setup, and it never worked right with the probe by the heat panel for me. What worked very well was to actually let the probe hang a couple inches off the substrate on the cool side of the enclosure, set the temp 78-80 and monitor the temp under the heat panel. This came recommended from Bob at ProProducts. The idea is that even if you have too warm of a basking spot with the setup (I never did), the bp has correct ambient cool side temp it can move to if needed. Hope this helps.
