Try searching for "round brackets for closet rods"- some of these might work? Installation should be fairly easy- you can drill screw holes in the PVC for the brackets, &-or use some adhesive for secure bonding.

You should use a bonding cement - basically bonds the PVC together....if the pipe portion is ABS, you can use a transition bonding cement.
