I have NO idea what it was designed for, but the moment I saw it I thought "snake-climbing toy"! And for a bargain of $2. Some of my rat snakes enjoy it (others are too big, of course).
I'm also scratching my head trying to figure out what that would have been originally, but that does sound absolutely perfect as a snake playground! Some of the best finds really do come from thrift and antique stores ...
