It could be, but I'll defer to the experts. In my opinion there is pastel in there bringing that yellow, and might account for the broken up pattern. I usually look for connected key holes or alien heads in leopards. This one has individual reduced round holes.
*If* it's leopard there's other stuff going on there. Others will chime in with more clarity.
