Possibly a concern, especially if he didn't shed recently (since when the old skin detaches from the sensitive cloacal area it can sometimes bleed a tiny bit).

Can't tell you what, if anything, IS going on though. Potential parasites, or possible that he swallowed some sharp, un-digestible debris that is stuck somewhere in his
GI tract. (what substrate are you using?) Some diseases are also possible...
