I think you may be referring to a Ringer which has an orange/white ring/marking around section(s) of the body--often near the tail (see orange section pictured). This marking can be *indicative* of being Het Pied--However, an indicator is not a guarantee and there are other genes which can also create ringers.
A snake that is visual pied (HO instead of Het) will usually be much more obvious. However, I have seen a pied ball python with no white or ringers--so each will have to evaluated on a case-by-case basis.
As for black 'train track' marks pictured below are also suggestive of being Het Pied. But, definitely just a clue, not a guarantee. Train track markings do not have to be present in Het or Visual pieds, but, sometimes they are. Orange Dream (not Pied) pictured for example.
