I don't know about the fish, but it doesn't look like they knew how to take care of this guy, so unfortunately I'm not at all surprised this poor thing was left behind. Not saying it's right, but definitely not surprised.
When it comes to animal control, if they did turn it over, would this be a 'bad' enough case to press for animal abuse charges?
