Does it flood? Have you tested for Radon gas? Build a room, vent it so stale air goes out, pull warmed air from HAC ducts. Seal the floor with vinyl sheet flooring, cheap a flooring surplus stores. Overhead radiant heat is easy, cheap an safe. Is the water heater, furnace in the basement?
I don't like basement snake rooms unless the couch, tv an computer are in it. Out of sight is out of mind.
