If the rats are no longer cold at all I'd say they're trash too -they'll make some buzzards happy in an out of the way location.
But if you're saying the freezer was off for 12 hours but they stayed cold inside (even if thawed), they should be OK to use immediately, just don't re-freeze.
And assuming they smell ok too.
