Ok, now I think the scales are still on there, since the blood is also under half of a scale that is definitely still there.
It looks like a injury happened and the blood seeped between scales and skin, making the scales stuck to the skin. Is there any blood in the bag?
I would definitely try to gently clean it. Do you have a weak iodine solution? If not, clean with water and antibacterial soap and then put some neosporin (without pain relief) on it, or any other anitbacterial ointment (again, without pain relief)
After that, like its been said, on paper towels in a setup that has no decorations in it..
