The rules for what is, and isn't allowed is completely dependent on who is working, what mood they're in that day, and often which country you are from.
My heart breaks for that poor kid, and at the same time I'm furious on his behalf. I hope grandma can get him another one and maybe ship it, although depending on where he lives, that could take a long time.
