I also notice there's this white piece of skin on the top of his head. It looks kind of torn, like some weird scab. Could that be him starting to shed? His face is pretty dull with some white hues here and there

Oh yea that sounds like a shed. I agree that you should keep an eye on him and see if the behavior continues after the shed. If he does and he still does not have mites, I would take him to the vet. Just to make sure that he is 100 percent healthy. Right now more so with what you described, it does sound like a shed.
