Are these safe to feed?

Just picked these up for my baby BP (they are fuzzy rats), but I noticed something kinda strange on both of them. This is my first time feeding and I just want to make sure they’re safe.

Rat #1
This little guy has a goopy orange thing on his neck/paw, I’m assuming I could take it off, but just wondering what it is and if it would be okay to feed it? It’s pretty gross looking.

This one has some weird white spots all over one side; I’m assuming it’s just ice stuff but just wanted to be sure?

Orange goopy stuff is probably just stool..."--it happens", rinse it off if you prefer. And those white spots are "freezer burn", perfectly safe to feed also
but may indicate your source had these in their freezer for a while. (vaccuum-sealing helps to prevent "freezer burn" by getting the air out of the package)
