Well, I'm fearless when it comes to asking questions, so if you're serious about it, start calling whatever agencies would regulate such things in N.Y.- if you
have the wrong person or agency, they'll most likely know who you do need to speak with, & probably even give you their number.
Personally, cobras aren't for me, too squirrelly!* I actually had one for a while (long story) years ago, along with some other venomous "illegal aliens" that were
dumped on me. Fish & Game folks are really nice when you call them & ask what to do- but if they're knocking on your door because of a tip, hmm, not so much.

(*but I safely enjoyed keeping various rattlesnakes for 20 years)
If you're serious about working with a cobra, you should have experience with calmer hots first, IMO...and practice by keeping something harmless like a racer as if
it was venomous for a while. Nothing wrong with being fascinated by these creatures, but living with them is another matter...and the key word IS "living".
