When I lived in Vegas and the AC broke down mid summer, I filled 2 liter bottles with cool water, wrapped them in towels and placed in the cages. Refilled/replaced twice a day (I would think frozen would be way too cold?). Also misted the enclosures with cool water which brought the temps down quickly.
