I am no expert, but do own 3 boas, so I'll put in my 2 cents.I think the boa would enjoy the climbing opportunities in the enclosure you posted. With it being a yearling (probably about 2') it may want more hiding opportunities, so making sure you have a hide available on both the warm and cool ends would be important. My boas all use their hide boxes.
That said, with it being in quarantine, I'd be concerned about having to treat mites or otherwise fully sanitize that setup. Considering that wood will absorb things, I wouldn't want to use chemical agents in a cage like that.
If it were me, I'd probably stick with something easier to clean / sanitize during quarantine and then move into the enclosure you posted if you need to use it before you get the t13.
