Hannah beat me to it, but yeah it looks to me like some type of paper substrate. I've seen it used for rabbits and guinea pigs before, but not sure how it would work for snakes.
It says it is virtually odor and dust free
For example Kaytee Clean & Cozy Small Animal Bedding states that it is designed to absorb fluids and expand to over 3X its original size. My concerns center around accidental ingestion.
