If you wet a paper towel with Reptile Spray and wipe over the area they will usually come crawling out within a half hour. I had a snake with spots all over that looked similar. I was watching her after I used the spray and didn't see anything crawling around. For whatever reason, the specks seem to be staying in place. I've gotten a few of them to come off but those weren't moving, either.
