I would add another RHP + thermostat. I know that's not the best news, but probably the best solution to heating the ambient temp on a 4 foot cage in a cold room.

If budget is tight, I think it's fine to find a happy medium until the weather warms up soon. Just listen to your snake and adjust if it's spending all its time on one side.
