Do not put damp substrate in a snake cage unless that snake specifically requires conditions similar to a tree frog. If your enclosure is not holding humidity well, the substrate is the least of the concern. Reptile Prime is excellent like all other similar coconut fiber to hold enough humidity while not creating an unhealthy surface environment.
Make sure your humidity gauges are accurate and make sure you use them long enough to acclimate to the tub, not just to dip in and get a quick reading. Make sure your tubs do not have excessive air flow and that your room keeping them in is not excessively low in humidity.
