i have a dumb question about prob placement

ok so right now my floor is 89 on both thermostat and themomitor is that an inccorect reading or is it just an issue of the snake being able to tampet with thermostat

They are correct reading but an incorrect probe placement.

and obviously with the prob being right on top of the uth when I move it the thermostat will have to be a bit higher that desired temp correct?

Yes, usually a couple to a few degrees.
