Every scaless head I have seen even some with more scales missing did not have eyes bulging that much.
Compare pictures and you will see that the eyes on the guy are bulging a lot.

@Deborah So yoi think children will come out like this too? Also you dont think its scaleless head whs line at all?

Maybe maybe not, you can never tell until you breed it, but as someone who has invested a lot on single animal I only want to breed the best, I would never breed something that has a defect regardless of the value.

Scaleless is "new". There is not enough data to know what is normal and what is problematic. There is definitely something going on with the eyes. It could be an incubation issue, it could be a morph issue, it could be a combination of morph issues. If it is a true problem I would say is unknown right now. It could be said that scaleless is a defect period. We deal with the defects in spider. We work around defects in other morphs. There is a chance that the problem, if it is one, can be bred out. The carriers would have to be destroyed though.

Something I've noticed about the scaleless heads is the microscales where normal scales should be. There is a little bald spot, surrounded by microscaling. Other ball pythons don't have that. It appears to be a scale less head, but I'm no expert. The bulging eyes are however a problem. I don't think I would breed it. I would probably personally cuddle that snake as a pet.
