The best advice I can give would be to find a qualified exotics vet in your area - preferably one with experience in ball pythons. Medical issues are tough to diagnose and treat over the internet.

I don't know who told you a stuck tail tip would just come off but that person gave you bad advice. Stuck tail tips should be removed immediately, otherwise they dry out, constrict as they dry, and cut off blood flow which results in a dead/necrotic tail.
This snake needs to go to the vet ASAP.

We aren't vets - we all hope a good vet can help your snake, and if issues haven't progressed too far a good outcome is more likely, but without the medical training and being able to examine her in person we just can't say for certain.
