Need help with temperature

Im looking to get a bally python and I wanna make sure the cage is perfect for him. I can't get the temperature above 80. My house is cold and my parents won't put the temp above 65. I got a under the tank heater for my 40 gallon tank and I also have a 75w ceramic heat emitter. Both of them have a temperature control attached to them and I have both of them set to 90 but my thermostat in the tank reads 75-80 on the hot side and 60 on the cold. Is it cause my house is so cold? How can I get the tank to the desired temperature

I will be new to snake keeping but I've kept plenty of animals in a 40 gl tank and I always used 2 100w Che just to barely keep the temps right where they need to be...

That tank is a regular style Aquarium which is higher than a 20L or 30L terrarium so your Che's or whatever above heat source will have a hard time getting the heat low enough to where the snake need ambiant temps to be 76+. On top of that heat rises so you have to use Tin Foil/Plexiglass or something to keep heat fron escaping and to keep humidit above 50% ....the UTH will atleast provide Belly heat for a Hot Spot but that ambient being under 76 is no good.
Id say the biggest tank you want is a 20L for a young BP. Ideally a Animal Plastics T8 is best. No worrying about heat loss ect. They are on sale now for $150.

you've got plenty of wattage, it's a matter of figuring out how to hold the heat in. if you are handy, or if someone can help you, consider getting some rigid insulation around the sides, even one for the top (leaving plenty of room for the CHE). make sure the UTH can "breath" around the bottom edges, maybe add a second UTH but on a separate Tstat for the low/cool end. you can leave the front open. mostly seal up the lid, leaving just enough room for needed air circulation, which isn't much, maybe a corner. I like the way the foil coated Thermax insulation looks and you can get it in half sheets at home depot pretty cheap. get a roll of Nashua metal foil tape and cut out sections of the insulation the size of the each tank panel and seal the seams with the tape. It's a bit of a project but ends up looking kind of cool and shiney. don't put any tape inside the tank. I'm heating my 20 long enclosure with just a small and a medium UTH on independent Tstats and it's working well. for the 40 gal I'm setting up for our red foot tortoise I'm going to add a large UTH. sealing things up a bit will help create a more consistent humidity.

We keep our house pretty cool too. We have to use a small electric heater with a thermostat in the sun room with the snakes to keep that room warmer for them. That works well to keep their heat up in their aquariums. (We gave around $100 for the heater but have never even noticed a difference in our power bill or anything. It seems to be very efficient.)

For our newest snake we found a 30 gallon aquarium. <3 It has the same square footage as the 40s...but it isn't quite as tall. It's amazing how much easier it is to keep warm.
