Remember RHP heats things not ambient. Higher ambient temperature is just a byproduct. With my setup, if I brought the ambient temperature of my house to 80-82. My substrate surface still wont get hotter than 90 because that where the probe is, but both ambient temperature shoot up and the cool side's surface temp goes to 85-87 and the ambient to almost 90.

RHP are badass you just have to play with them to get the settings that work for you. Just remember hat balls really benefit from belly heat so you want to get that surface temperature where it should be.
