Yes, that is correct. You always want to know the highest temp your snake can reach and have it in a safe range. Even if on top of the paper towels only reached 85F that would be fine. But as Pit suggested when your snake lays on it the heat on top will rise.

Never think your snake can not get to any place in your cage. They can!
