I wonder if you have to maintain a certain level of activity for that to show? I've had my account for almost 10 years, but I was inactive for over 8 of those years.

Nope. Each rank has minimum requirements.
Veteran = 2 years & 200 posts.
Senior Member = 5 years, 400 reputation points, 1000 posts.
Lifer = 8 years, 800 reputation points, 2000 posts.
Royalty = 10 year, 1500 reputation points, 3000 posts.
