If there's no aggression, she's not nesting. She's likely just enjoying rooting around in a brand new box of hay. If she does become gravid, I hope you have somewhere else to put your males or they will feel her wrath. I'm not sure about the "out of season" breeding. The breeding setups I've seen are animals kept outdoors that simply take their cues from nature. I don't think it needs to get particularly cold to "cycle" a tegu. Folks seem to breed them in south florida just fine - where lows seldom drop below 50F on the coldest winter night.
