Discolored scales by vent - poop stained or scale rot?

I noticed the scales behind his vent are stained brown. I figured it was poop but rubbing the area with a damp towel didn't remove it. Does this look like a burn or scale rot?

Thank you! I've moved him to a fresh tub with paper towel for substrate and a smaller water bowl that he can't fit into. I went ahead and bought some betadine but how do I use it? Is there anything else I should do?

Put a little Batadine Solution on a gauze pad and just gently clean up the area. It's not a huge area and I would expect it to get better with the next shed so long you animal is kept on clean, dry paper towel.

Damp/unsanitary environment commonly cause this issue I think in a lot of cases people try hard to provide proper humidity allowing proper shed but ultimately end up creating a damp environment creating even worse issues.

I've only had him for a few weeks so I'm not sure if he came to me like this or if I did something to cause it. Regardless I'm going to be paying a lot better attention to the cleanliness of his tub now!

Side note, I just got bit for the first time by trying to clean up the area under his chin. Yay! Poor guy is so stressed.
