When it comes to a stuck eye cap I will try a soak and gentle run through a towel. If that doesn't work I just wait until the next shed and make sure that the humidity is sky high from blue to shed and then a good overall shed fixes the problem. Leaving a stuck eye cap for a shed cycle is safer in my mind than trying to pry one off. Sometimes it can be really hard to know if there truly is a stuck eye cap or if you are just yanking off the actual ocular scale.
