Any reputable rescue should have a contract like that-doesn't make a lot of sense to adopt out animals who are going to potentially create more need for rescue. If you are just looking for a cheap breeder animal that's extremely unethical imo although I'm sure it will end up in similar hands no matter what given so few care to simply own an animal without breeding it.
Well my application was denied today so eh. The thing is people look for cheap breeders all the time so I think i'm missing your point/don't understand that part.
