Sorry to see the condition of the pied female. Thanks for all the presentation of the illness and then having the frame of mind to take her to the vet. To me it does look like small hemorrhages into the scales and could be indicative of a potential infective process. Maybe consider switching her over to paper towels (no print). First look at the condition I was thinking it could be newsprint dye on her but then I saw the other views which show its blood in the scales. I wonder if it could be a type of allergic response?Beautiful pied btw!
