The mouth definitely looks like an infection of some sort. As for the belly, I'd say your assumption is correct. However at her size (luckily it doesn't look to have given her trouble) it's not going to close on it's own. It's healed over and has nothing to adhere to. It needs to be scraped and stitched by a vet in order to close.
