Use a heavy moving blanket over the front of the rack. Wrap it around the side and it will raise the temp a few degrees. I had the same problem and didn't want by gas bill to go up unless it absolutely had too.
Last thing someone should want to do is restricted the airflow especially with animals that are already afflicted with RI.
