Raising the ambient temps in a rack?

It's best to keep them at at least 88 degrees. I've noticed that a couple of my snakes have started developing respiratory issues (just the whistling) and everything else is fine (hot spot, humidity, etc.) so it has to be that the ambient temps are too cold.
