Neither of those are bad choices for casual internet browsing. If you want to stream videos often, I would suggest trying to find something with a little more RAM... 4gb minimum, in my opinion. The storage space isn't all that important with streaming and browsing... that gives you some options to save some pictures or something like that... but the memory can net you noticeable improvements. The more the better when it comes to memory.

I've been working on and with computers for about 9 years for a large corporation. I don't claim to know it all... I know very little in the grand scheme of things, but that's my opinion.

Any computer you buy new will handle this without issue. The big difference between them is chrome os vs windows 10. Personally if all my work load was what you said, I'd go chrome os hands down. Linux based os, way more secure and tends to be faster on the same hardware compared to Windows. Also 99% of virus type stuff runs on Windows, so no worries if you are on chrome os, they won't work. However if you have windows specific programs to run, obviously you need windows.

I've never tried chrome os specifically, but everything in my house, including phones, laptop, desktop, TV boxes, and server in Chicago all run a Linux based os.

2 things that might help you:
    More ram : more multi-tasking
Solid state hard drive will be the most noticeable speed increase to most people over and normal mechanical hard drive, faster boot time, faster program loading ect.

Sounds like a Chromebook is needed. They are super cheap laptops and are perfect for everything you just named. Something like this.
