New Rack

I just bought a used ars rack and was taking some measurements and got a shock from the heat panel and my tape measure. Is this normal or is something wrong I need to address?

You got a shock because the connections were not sealed properly. When the heat tape is wired an electrical crimping tool is used to create the connection, and then usually is covered in either duct tape or some other insulator to prevent charge from passing and shocking you. Turn off the power source and find the connections, cover them in small pieces of duct tape.

There are several reason to get a little tickle.
Is the tape a piece per shelf or one long strip?
Could be worn sections of its one long piece.
Either way I would check all connections and solder them if capable.
Electrical tape, Liquid tape, Moisture Seal are the things you want to use that are made to insulate a current.
If the tape is worn from tub rub then you will want to replace it.

Thanks I will check the connections on that heat source. It is a 7030 ars rack so they are the metal heat strips. Thanks for the info.

You are correct. They are located under a panel.

Not familiar with their racks BUT then I would think you would everything grounded.
