Regardless of how they say it, the point everyone is trying to get across is that you're roommate does not replace the reliability of a thermostat unless they are going to sit in front of the tanks 24/7 and monitor the temperature. At any time that heat mat could overheat and burn your snake and someone might not catch it in time. A thermostat will turn the heat mat on and off on it's own and keep it at the set temperature. So please, unplug the heat mats for now until you get yourself a thermostat. No one on this forum wants to see your snakes injured and I imagine you don't either.
