There are a few online vendors for ordering XPVC cut to the sizes you need and delivered but it sounds like it may be out of the price range you're looking for. I'm able to get 4 x 8 foot sheets of it cut to order locally from a sign shop but one sheet cut to size is about $189.00. My total cost for making a 7 tub rack with Vision V-28 tubs is $347.45 but about $93 of that is for the Vision tubs which are awesome, I love the flat bottoms on them them. They give you far better contact with the heat tape and are so much easier to clean. Unfortunately the only way to get them is wording them online from Vision.

I know you said you tried the melamine racks but here is a link to a DIY for the ones we use for adult bps and LOVE them. These are 41qt racks that fit even our biggest females, there's enough space in these racks for the female to self regulate her temps (which are a great plus for follicle developement)!

OP to get the right height for your rack, you can cut the sides, and put the bottom piece on. Then place a tub with a spacer (a lot of people use cds for spacers) on it, place the next shelf on top then screw in place, place the tub and spacer on the shelf you just put up, next shelf on top, screw in place, repeat...
Any other option i know requires a table saw to be easily done.
I actually did the CD trick and the bottom shelves are still sticky and a few shelves have too much spacing. I think I will try card board next time. There is no Menards here. Never even heard of it. I do not think I will do Melamine next time. It is super expensive and if you make a mistake you have to buy a whole sheet again for $60. I will keep my eye out for tubs, it seem Ikea has some nice ones but they are pretty expensive.

What I use is a piece of 1/8th pegboard, sold as a 4x8 for a few bucks. Then with each rack build, I cut a matching shelf sized piece as a spacer.

Are you pre drilling the holes before you screw them in? if you are doing the cd trick, it will be the same spacing every time, there really shouldn't be opportunity for different spacing. If you are just ramming a screw in there, it gives the opportunity for the shelf to move a little. thin wood might warp, and if it gets wet it might expand, besides that shouldn't have issues.
