    Crinkly eyes are usually low humidity

    so just up the humidity and the problem should go away. If it doesn't, it is possible it is retained eye caps, but without his last shed it is difficult to tell. He/she looks like he/she is in the size range were he will shed every month and a half or so. Inspect his next shed to make sure the eye caps come off. If not, we should look at treatment options then.
    Please give us your current cage conditions, so we can advise you if humidity is too low.
