That said, it isn't an unreasonable regulation by any stretch of the word, and is far better to have this piece of regulation as opposed to the draconian garbage that requires an insane insurance policy, specific caging, micro-chipping, random inspections, and to top it off, the permit itself be super expensive.
Also, I've noticed the fact that Texas even has a regulation in the first place greatly benefits USARK's lawsuit against the USFWS.
