Probably retained his eye caps (skin on the eyes did not come off with the rest of the shed) ... Do his eyes look like there are "dents" or wrinkles in them? His humidity should be kept between 50 - 60% and when you see signs that he is getting ready to shed you can bump the humidity up to 70% ... This will give him optimal conditions to have a good complete shed
As for to help your situation right now ... I would probably set him up with a humid hide with spag moss over his hot spot and he should be able to sort it out himself
