With every minute you loose the chance. From the photo looks colon prolapse. If it' fresh, not like in the picture, the sugar paste at home and suture at vet can help easily and cheaper. If the tissue oedematous, like in the picture, much more expensive to go. Probably needs coeliotomy, which means the vet must cut up your snake to get that done. If still like this, you will be see the signs of necrosis in the tissue.
