    1- Yes it can but I would still use a stat
    2- yes but after you get it removed plug it in and make sure it still works, then cover it with foil tape (sticky side to sticky side) and use foil tape along the edger to place it where you want.

    Negative, they do not NEED it if the room is properly heated.
