FYI: im using a 4" THG Heattape and a Herpstat 2 which i have at 96 to hit a 90 degrees

Sounds like a Pain in the A$$! I think that the wiring is faulty, the only reason I have seen this to be is that somewhere your electrical current is compromised I would recommend rewiring that section of heat tape, if all the racks to whatever tubs are after the cold one (which is likely) then you will have to find the miss wiring and repair it.
