I have yet to have a mite problem(knock on wood) but I personally use white paper towels as substrate and keep the cages to bare minimum for a few months to make sure there are no mites. If everything checks out, then I switch them to aspen and yes just spray Provent-a-Mite around the outside of the cages every month or so if you are worried and obviously after each cleaning if you are doing a treatment for mites you know you have.
